Consultation Digest (Local) Issue 118, 1 September 2022
Piling up.
As piles of rubbish are hopefully cleared up following the bin strikes, more council plans pile up about improving our streets. Some plans seem to overlap, like the South Central Local Development Framework and parts of the Liveable Neighbourhood for Langside to Toryglen. There’s no clear explanation about that from the city council (maybe worth asking if you respond to those consultations?). Also, some other LNs report back and there are projects like Ruchill St (in featured image, above).
The sheer volume of consultations coming out just now is getting difficult to keep on top of. It also affects how readable the Digest is (and how long it takes to produce).
So, there are changes in this issue – it no longer features every small Traffic Regulation Order as if it’s on a par with large projects covering whole/several neighbourhoods. Instead, the Digest will link to TROs on council websites and only feature notable ones (like the Riverside/Merchant City TRO, below under Glasgow City).

1: Current Consultations

1.1: George Square & ‘Block C’ Avenues – ‘Our Place’
Council: Glasgow City.
Area: George Square and surrounding streets from ‘Block C’ of the Avenues project (including West George St, North Hanover St, Hanover St, Miller St, John St, George St and Cochrane St).
Subject: The next step in the consultation about the square and its surroundings (the last round was in Feb/Mar). New visualisations are an improvement on the current, quite barren, square but are not final. Which is just as well, since the shared spaces and road treatments at north and south look like they’d need more work. The display panels at the western side of George Sq were the location for two drop-in sessions in August. There are two surveys –one for George Square and one for the proposed Avenues.

1.2: Raeberry Street Community Engagement (Connecting Woodside)
Council: Glasgow City.
Area: Raeberry St and Garriochmill Rd, North Woodside (west of Maryhill Rd).
Subject: Fine-tuning plans to change junctions, move crossing and add bike parking. Responses from the phase 1 consultation mean there will be improved lighting but no benches (due to fears about anti-social behaviour). The other measures seem broadly the same as before, including filtering one side of the dual Raeberry St at Maryhill Rd and sharpening corners at Striven Gardens roundabout.

1.3: Greater Pollok Strategic Development Framework
Council: Glasgow City.
Area: South-western corner of Glasgow at edge of M77 and East Renfrewshire. Includes Leverndale, Nitshill, Priesthill and Darnley neighbourhoods.
Subject: One of six SDF documents that looks at the economy, environment and transport of an area over the next 10 years. The area is between Thornliebank and Barrhead, East Renfrewshire – Braidcraft Rd and Brockburn Rd have Spaces for People lanes. However, there are some hellish junctions around Silverburn Shopping Centre. Since a slow start the consultation map has had over 280 comments. An email to GoBike asked for help filling some gaps in the map – including links between parks, along rivers and in new developments like Boulevard and Cowglen.

1.4: Glasgow City Centre Transformation Plan
Council: Glasgow City.
Subject: Another plan about the city centre, with familiar themes from Districts to Avenues, but also some surprises. A few more cycle/pedestrian bridges have appeared in the maps. However, the proposed M8 and River Clyde bridges seem less likely than the one near High St station. Also, Cathedral St is apparently being made bus-only – GCC staff at the consultation event said their modelling would decide on provision, including any protected cycleway. Hopefully a strong call for cycling in the consultation would help?

1.5: Ayr to Prestwick Active Travel Route
Organisation: Ayrshire Roads Alliance (on behalf of South Ayrshire Council).
Subject: Reappearance for this upgraded “active travel route linking Ayr Esplanade to Prestwick Town Train Station will be proposed. It is envisaged that the proposed route will also connect to existing core paths in addition to future aspirational schemes such as Accessible Ayr, The Culzean Way and the Prestwick to Barassie Active Travel Route.” If it goes ahead, it would replace part of the current NCN7 along the coast, so has potential for cycle tourism as well as local journeys. There are photos of issues along the current route but no plans/visuals. Apparently, consultation will “help inform the ‘optioneering’ stage of the project.”

1.6: Greenock to Battery Park SfP lane
Council: Inverclyde.
Subject: A Spaces for People temporary route between Greenock town centre and a coastal park. A council vote was 9:2 in favour of keeping the lanes for another six months, with a further review in September. Photos in the consultation survey show a mixture of on-road ‘soft’ segregation and painted lanes on footways and across side roads. While some of the junction and bus stop treatments may not be ideal, there seem to be decent protected sections too.

1.7: Reflecting on 10 years of Transformational Regeneration Areas
Council: Glasgow City.
Areas: Gallowgate, Laurieston, Maryhill, North Toryglen, Pollokshaws and Sighthill.
Subject: The title sounds like a documentary but it seems this consultation wants a progress report from residents of the TRA areas. These projects have ranged from filling in gap sites to demolishing and rebuilding entire neighbourhoods (Sighthill). Experience from the Gallowgate suggests they could do a lot better at linking active travel paths and permeability. Also, if you’re not a fan of the tall brick-built flats in these areas then maybe now is you chance to say so?

1.8: Dummy Railway path
Council: Glasgow City.
Area: Path between Ruchill and Possilpark near Panmure St.
Subject: A confusing nickname given to at least two old railways around Possil (and one in Paisley). This one refers to the former line from Panmure St, north of the canal, to Balmore Rd. The current path is narrow and has some steps so the plan is to upgrade it and add links to existing housing and a new estate. This comes from the Ruchill to Cowlairs Liveable Neighbourhood project.

1.9: Ruchill Street Placemaking
Council: Glasgow City.
Subject: Another project from the Ruchill to Cowlairs Liveable Neighbourhood. The visuals showing cycling and walking are positive but it’s only an initial design. Whether or not Ruchill St ever looks anything like this may depend on the response to the consultation.

1.10: Langside Monument public realm
Council: Glasgow City.
Subject: A project from the Langside to Toryglen LN. It would change the road layout around the monument at the junction of Langside Ave and Battlefield Rd. Removing the road north of it would join it onto Queen’s Park near the glasshouse. Another feature would be adding trees and planting.

1.11: Toryglen Streets for People
Council: Glasgow City.
Subject: Another project from the Langside to Toryglen LN. This would link a network of paths and streets, like Lubas Ave and Ardnahoe Ave, and add trees and planting. Also, slides and colourful crossings feature in the visuals (perhaps inspired by multi-coloured crossings in Dumbarton and elsewhere).

1.12: South Central Local Development Framework (SCLDF)
Council: Glasgow City.
Area: South of the river from Kinning Park round to Oatlands and down to Shawlands (excluding Pollokshields).
Subject: Toryglen is also included in the ‘South Central’ area for this Local Development Framework. Apparently, it’s less urgent than a Strategic Development Framework (SDF). The neighbourhoods involved vary from less well off Govanhill to affluent Strathbungo. Also, the map of the area shows how it overlaps with the Riverside SDF between the Barclays site and the Squinty Bridge.

Section 2: Consultation Feedback
2.1: Dennistoun to Cranhill LN Stage 1 Plan
Council: Glasgow City.
Subject: The projects that have come out of the earlier LN consultation. Most striking ones are active travel routes along Alexandra Parade/Cumbernauld Rd/Edinburgh Rd and on Duke St/Carntyne Rd. Hogarth Park may also get an upgrade and an active travel route (instead of previous dual carriageway). Also, the ‘Dennistoun Streets for People’ area and Necropolis gate ‘discussion’ will be interesting.

2.2: Greater Govan to Kingston LN Stage 1 Plan
Council: Glasgow City.
Subject: Again, projects from the earlier consultation. Here too the main active travel routes are the big news – Paisley Rd West, Govan Rd and Shieldhall Rd. There’s also the bridge at the Graving Docks as part of that development.

2.3: Yorkhill to Anderston LN Stage 1 Plan
Council: Glasgow City.
Subject: A slightly different situation to the other LNs since some bike lanes are already built in Yorkhill–Kelvingrove (part of the former ‘Cycling Village’ funding bid). However, there are still eye-catching plans like active travel routes on Argyle St/Sauchiehall St with a potential one-way system. Also, more bridges are proposed to link to a re-aligned Clyde Walkway/NCN7.

2.4: Glasgow Uni Campus Newsletter
Council: Glasgow City.
Subject: This time there are three pages worth to cover progress on the new uni buildings. The James McCune Smith Learning Hub will be involved in Doors Open Day (12–18 Sept) for anyone who wants a nosey at the site. It may still be a while until the routes between the buildings are fully open (so we can see if there’s any alternative to the disappointing section of University Ave).

3.1: East Dunbartonshire TROs
Areas: Manse Road, Bearsden; Clachan of Campsie; B819 Crosshill Road, Bishopbriggs and South Crosshill Road, Bishopbriggs.

3.2: Glasgow City TROs
Areas: City Centre – Riverside/Merchant City; Laggan Rd, Cathcart; Leeside Road, Springburn.
Subject: The city centre TRO is for parking restrictions along the Spaces for People bike lane on Lancefield Quay/Broomielaw/Clyde St. Also, Bridgegate, King St and Parnie St (for South City Way link) plus Albion St, Bell St, Candleriggs and Wilson St (for extended pavements/seating).
Additional: Apparently, the following places have traffic calming proposals displayed on lampposts (ahead of publication) – Edinburgh Rd (service road), Garrowhill; Eskbank Road, Greenfield; Houldsworth St, Anderston; Linkwood Dr, Drumchapel; Wardie Rd, Easterhouse. *Update*: Glasgow City Proposed Traffic Calming Schemes.

3.3: North Lanarkshire TROs
